Cobalt has advised Estonia's Ministry of Economic Affairs and Communications on drafting a model energy performance contract for the public sector in compliance with the EU Energy Efficiency Directive.
According to Cobalt, the model contract focuses on the public sector, which accounts for around one-fifth of the gross domestic product of the EU.
